AP-4 and AP-7 toll motorways will be free from 1 January 2020

On 1 December 2018, the toll gates of the AP-1 Burgos-Armiñón (Álava) motorway disappeared. This section was the first to be vacated after the government promised to eliminate tolls on highways whose concession expires between 2018 and 2019.

Also confirmed that the next motorways to become free will be the AP-4 Sevilla-Cádiz and the AP-7 Alicante-Tarragona, whose free use will take effect from 1 January 2020.

One step closer to free Spanish motorways

It was stipulated at the last Council of Ministers, where the Acting Executive approved the tender for the conservation and operation of the AP-7 and AP-4 motorways, both from Abertis, that they will now be managed by the State from 1 January 2020.
The Spanish government will launch a call for tenders for the maintenance work that the government will have to take care of next year on the two axes at a cost that should amount to 153 million euros.
On the one hand, the maintenance contract for the 373-kilometre-long AP-7 amounts to €129.17 million and covers four sections located in Castellón, Tarragona, Valencia and Alicante. The 93.8 km long AP-4 is estimated at 24 million euros, according to Fomento: the Ministry of Equipment (Spain).
As far as jobs are concerned, they will be subrogated in the new concession contracts and will be contracted in the coming months, at least for contracts of indefinite duration.

The 6 sections of toll highways with expiry date to come

The concession of the three remaining motorways, namely the AP-7 Zaragoza-Mediterranean, the AP-2 Tarragona-La Jonquera and the AP-7 Montmeló-El Papiol, will end in 2021, when we may have a new government and it is this government that will decide on these sections.
As for the nine toll highways saved, the amount of the rescue, which has fluctuated between 2,000 million euros according to the executive and 5,500 million according to Seopan, representative of large public works companies, has not yet been officially calculated.
Since 15 January, the four sections of Madrid, some sections of the M-12, AP-36, AP-7 and Circunvalación de Alicante enjoy a 30% discount, while at night – between 0.00 and 6.00 am – their use is free.
From now on, the maintenance of motorways depends on the Sociedad Estatal de Infraestructuras del Transporte Terrestre (Seitt).
With this decrease, the Ministry of Equipment wants to encourage the use of this infrastructure to increase revenues and increase revenues by up to 69%, because they have never achieved the objectives that the dealers had planned. In 2008, traffic on these roads decreased by 48.3%.
