How to get the NIE in the Province of Alicante, Costa Blanca?

Nationals of the European Community have a right of residence in all the States of the Community, provided that they can prove sufficient means of subsistence. The NIE (Número de Identificación de Extranjero) Identification Number of Foreigners, is the identification number of the European citizen in Spain, it is essential to carry out a large number of actions and procedures.       The procedure to obtain it is simple. What is NIE ? It is a personal number of a sequential nature (it is granted in order), unique and exclusive, which the Directorate-General of Police assigns to foreigners in the situations mentioned below. The summons is made ex officio in the first two cases and at the request of the person concerned in the third:

  1. Anyone who obtains any type of extension of stay or document authorizing them to stay in Spanish territory
  2. Any person subject to an administrative procedure under the legislation on aliens
  3. Any person who, through his economic, professional or social interests, is in contact with Spain

Given the privileged regime of residence and residence  enjoyed by citizens of the European Union in Spain, the procedure to follow to obtain the NIE is simply to request it when they are in contact with Spain through their economic, professional or social interests. 

The NIE is the identification number of the European citizen in Spain and must appear on all documents sent to him as well as on all requests addressed to the administration and in a large part of the procedures with private organizations (banking institutions, insurance underwriting, etc.). 

However, the NIE does not replace, but rather complements the documentation that the citizen of the European Union must always have with him in Spain in order to be identified, for example: 

  • His national identity document, or passport. Both issued by the authorities of his country of origin and in force, or
  • Optional, but highly recommendable, the residence card in Spain which is not mandatory but which facilitates the completion of procedures, especially between individuals
How to obtain the NIE in Spain

Why do I need the NIE?

The NIE is essential to carry out a large number of actions and procedures in Spain. It is therefore strongly recommended to apply as soon as possible. Among the main uses of NIE, which are in some cases impossible without it, you will find:

Housing
  • Buying or selling a home.
  • Signing a mortgage loan.
  • Property register and notary offices.

Administration
  • Local level: census, residence permits, taxes on real estate, tax on mechanically drawn vehicles, capital gains, work licenses, openings...
  • Justice: Civil registry, free justice...
  • Health: Health assistance card.

Social security
  • Obtaining the social security registration number.
  • Request for services from INEM (ANPE).
  • Export of unemployment benefits from a Member State of the European Economic Area.

Economic relations
  • Open an account in a banking organization.
  • Establish a business or business
  • Assessment of national or autonomous taxes: non-resident income tax (IRNR); corporation tax (IS); value added tax (VAT), inheritance and gift tax (ISD)...

Other
  • Acquire a vehicle.
  • Driver's license.
  • Schooling of minors, academic or university studies.
  • Accreditation and equivalence of diplomas and studies.

Where and how to apply for the NIE?
The NIE can be requested once in Spain or from the country of origin through the corresponding Spanish consulate.

In Spain
If you decide to apply for the NIE in Spain for French, you will have to do so at the national police station closest to your home.

You will have to fill out the EX-15 form that you can obtain from the "Oficina de Extranjeros " (foreigners' offices) or by downloading it from the following web page: www.consultorga.com

Form EX-15 requires the following information :
  • Passport number.
  • Personal data (first name, last names, place of birth, etc.).
  • Domicile in Spain or, where applicable, domicile in your country of origin.
  • Home where to receive the service.
  • Identify the reason why the document is requested: economic, professional or social. In addition, you will need to detail exactly why you need the NIP, and identify the jurisdiction, organization or individual requesting it by submitting documentation to demonstrate this. 

You will need to submit the following documents, originals and copies, with the form :
  • The passport, a national document in force in your country.
  • Documentation demonstrating the need to obtain the NIE (administrative form, bank ...).
  • In the case where it is a family member of a citizen of the European Union who does not have the nationality of a Member State of the EU or the European Economic Area, he must first apply for the residence card under the Community regime.

The application can be made in Spain through a representative who must demonstrate the representation by means of a general or special power, which is granted before a notary and presented, accompanied by the documentation justifying the request of the NIE. The representative will also need to include their information on the application (Form EX-15) and sign it. In any case, it is advisable to submit the application personally, although you are accompanied by your advisor, as this will avoid certain costs and possible identification problems.

Both the application, the form or the certificate where the identification number appears, constitute free procedures without any cost to the administration.

Once the person concerned has applied for the NIE, he or she will personally receive the certificate within two weeks.

In the country of origin
If you decide to apply for the NIE in your home country, you will need to go in person to the Spanish embassy or consulate.

You will need to present the EX-15 form which must be signed in the presence of the Spanish officials. The form is not available from the embassy or consulate, so you will need to obtain it by downloading it from the web page indicated above.

You will also need to present your valid passport. Officials will make a copy and legalize it. You will have to pay the tax corresponding to the legalization.

In principle, as a citizen of the European Union you are not obliged to present the documents justifying the NIE application, but it is nevertheless advisable to include them.

The embassy or consulate will not issue you the NIE, they will transfer your file to the "Dirección General de Policía " (General Directorate of Police) in Spain. That is why they will not be able to give you any information on the status of the procedure. In case of doubt you should contact the "Comisaría General de Extranjería y Documentación " (General Commission for Foreigners and Documentation).
